17: Soft Filtering Skin tones

To make this soft skin effect all you need to do is find a picture and duplicate it. From there click convert for smart filters and also click on Gaussian Blur. From there just set the radius of the blur and also just delete the parts where you don't the blur to be at. Save and you are done.
